ALL of those wants and needs are to be provided by the [various] state and/or the individual. It is one of the reason we have states. It is to keep things dynamic, not static. As in not static by giving the federal government powers that are not enumerated in the Constitution. The federal government is NOT supposed to be the countries "infrastructure". The states build their own infrastructure. The states build their own bridges and create their own curriculum for the education of the children.
